Title: Problem with nixie driver chip.

The nixie driver chips that came with my kit had varying packages and it seems one of them is giving me trouble.  Thankfully I ran to fry's to pick up some sockets before soldering the chips down.

Swapping the chips alternates the tubes that attempt to light up several numbers at once.

Could it be possible that the chip labeled 9011 is notched on the wrong side?  Or is it more likely that it is just a bad chip?

Update:  Don't know if this is related, but A bit of investigation into the k155 series datasheet lists two chips as k155na1/km155na1:  A "Dual 4-input NAND gate" and a "Dual OR-expandable 4-input gate".  It very likely that I just don't see some sort of logic equivalence
